I am directed by Secretary Sir E. Grey
to transmit herewith, for the information of Mr.
Secretary Bonar Law, a copy of a letter from the
Board of Trade forwarding our original letter
from His Majesty's Minister and Consul-General at Havana, in reply to an enquiry addressed to him by Messrs. Love Bingham & Matthews of Hong Kong,
respecting the nationality of Messrs. Uppmann &
Company of Havana.
I am to suggest for Mr. Bonar Law's
consideration that the contents of Mr. Lach's
letter might be communicated to Messrs. Lowe, Bingham & Mathews, and I am to add that the question of prohibiting all dealings with Messrs. Uppmann, under the Trading with the Enemy (Extension of Powers) Act, 1915 is under consideration by this
Department.
